It's no secret that China is home to all things pirated. Aside from high profile items like Apple products, "HK DVD's" have been a booming business for years. While we often see Japanese companies crack down on fansubbers, or recently in torrent sites, HK DVD's are sold for big money. To combat this, the Chinese government
will start licensing anime on its own, to stream on a "special" website. It's a novel idea in a place where copyright law is often ignored.
