The Philippines eyes loli

Per ANN, there is a Filipino bill moving towards banning loli in a broad sense. Much like video game legislation here in the US, politicians seem less inclined to actually read up on what they're advocating. Anyone slightly familiar with hentai manga or doujin can draw a mental picture of what they're really after, even if they're making all hentai equivalent to child pornography.

I'm not here to be someones' moral compass, whatever legally floats your boat and all that...

Can someone please tell me why the Philippines of all places are worried about depictions of fake characters when so many of their youth are in more serious trouble? You have countless youth in jail, often times sexually abused in small cells mixed with adults. Before you want to suddenly find your moral compass by banning drawings, try helping some of your real, living, breathing adolescent population first.
